Factory spinning-wing decoys are built around two things: motion and contrast. The wings are usually finished with a bright face precisely so they catch light and flash as they turn. That is a deliberate design choice and it is not a bad one.
What contrast buys you
Flash carries. A spinning wing with a high-contrast face is visible a long way off, and that visibility is the whole point of running one.
What some hunters want instead
The trade-off is that up close, a bright rotating blade reads as a blade. Plenty of hunters are happy with that. Others look at their spread and want the wings to look like the bird the rest of the decoy is imitating.
